As of January 1, 2026, municipalities must comply with the Modernisation of Electronic Administrative Transactions Act (Wmebv). The idea is that all municipal products and services must be available digitally, with proper acknowledgments of receipt and status updates. But research shows that nearly 98% of municipalities are far from ready.
This research also shows that only 9 municipalities, out of all services examined, offer everything digitally. Many digital requests at other municipalities remain stuck in semi-digital processes, where forms still have to be printed, scanned, or emailed. But true digital service delivery requires:
